Abstract
Access to Higher Education has increased significantly in recent decades, especially in the technical – professional area. This qualitative research seeks to understand the strategies of Law No. 20,910 of the State of Chile, which creates fifteen State Technical Training Centers. For this, an intentional sample of a normative corpus was defined, to which a documentary codification was carried out. The results are grouped into 1. Quality assurance, 2. Linkage, 3. Transition mechanisms, 4. Model and curriculum. This policy establishes the bases for an educational system articulated between its different levels, relevant to local needs, to the production of the territories and seeks a quality pedagogical offer.
It is concluded that the law partially responds to quality assurance, in addition, institutional questions arise regarding regional relevance, network operation and transition mechanisms between training centers.
