"Agenda desde lo Local": Sustainable Development and Human Development

Abstract

In Mexico the federal program "Agenda desde lo Local" was implemented to certify the good practices of municipal governments in order to contribute to local development and institutional strengthening of municipalities. For the design of this program took up the "Agenda 21" which is based on the principle of sustainable development, for which one of the most important components is human development. So, in this paper we evaluate the correlation between the results of the "Agenda desde lo Local" of a sample of municipalities and their rates of human development, marginalization and municipal development. The results show that these rates do not correlate significantly with the results of the "Agenda desde lo Local", therefore we can question the way it is construed into public policies and government programs the concepts of human and municipal development.
