Abstract
The paper analyzes the lack of social participation at chilean municipal gestion. This, from the focus of new political institutionalism. The hypothesis is that institutional sub-national designs generates incentives that tend to appreciate the participation of social organizations in city planning, as weakened and instrumental. The main conclusion is that there's an institutional dependence relation that generates incentives to sub-national politicians -specially majors- to use social participation with an instrumental character, and to exercise it when it's needed as a fundamental requisite to accede to some proyect or public funds.
