PRELIMINARY DIAGNOSIS FOR THE ORGANIZATION OF THE DESTINATION TOURISM DEVELOPMENT PLAN FOR SANTANDER, COLOMBIA

Abstract
The main objective of this document is to generate the guidelines for a future organization of the tourism strategic plan of the Department of Santander 2019, given that since 2012 with the Tourism Development Plan of Santander presented by the FONTUR Tourism Promotion Fund and which formulated the Temporary Union Tourism CUNDISAN, integrated by the consultancy TOURISM CONSULTING and the CAFAM Fundación Universitaria, there has not been a new planning exercise according to the new sectoral dynamics.
The model that assumes this planning tool is the efficient use of infrastructure and equipment that the department has, the differentiation and innovation of tourism products, the improvement of governance and the associativity of the sector and the the intelligence of markets, as main strategies to place Santander on the tourist map of Latin America and in the long term, on the world map. For them we use the Scheme for Tourism Planning for Competitiveness proposed by the Ministry of Commerce, Industry and Tourism of Colombia, as well as the Guide for the Development of the Tourism Development Plan of a Territory of the Inter-American Institute of Cooperation for Agriculture, achieving thus a great diagnosis of the sector composed of three phases from the identification, classification and assessment of information, through an analysis of the sector context and diagnosis, and then finish with the formulation of strategies for an upcoming development plan.
